Thomas C. Jorling

  • Former Minority Counsel, U.S. Senate Committee on Public Works

Please join us for a lunchtime Sustainability Series lecture with visiting lecturers Leon Billings and Thomas Jorling. Leon Billings was staff director for the Subcommittee on Environmental Pollution from 1966 to 1978 and later Chief of Staff to Senator and Secretary of State Edmund S. Muskie.

Thomas Jorling was minority counsel for the U.S. Senate Committee on Public Works from 1968 to 1972. He later founded the environmental studies program at Williams College and served as commissioner for the New York Department of Environment and Conservation during the Cuomo Administration.

Billings and Jorling, were staff authors of the Clean Air Act, the Clean Water Act, and the Superfund Act. In the decade that these seminal laws were implemented public policy prevailed over partisan politics. In this talk they will discuss a time when bipartisan cooperation and compromise were the order of the day.
