Abstract:

Land-use and zoning of parcels in Phoenix’s 15 “Urban Village” planning units by year for 2002, 2006, and 2012. Includes agricultural, vacant/undeveloped, residential, commercial, industrial, and institutional land-uses, as well as public and private open-space. The first interval, 2002-2006, captures the early-2000s Housing Boom; the second interval, 2006-2012, captures the collapse of the housing market and onset of the Great Recession, bringing slowing of both land conversion and rezoning in Phoenix.

Research Methods:

Zoning
Prior to generating the parcel data, a catalog of rezonings for Phoenix to 2012 was assembled from rezoning hearing and zoning amendment documents available from the Phoenix City Clerk’s office. Rezonings were collected back to 2000 to account for an occasional two-year lag in the zoning adoption/amendment process.
Rezonings 2000-2012 were geocoded as points in ESRI ArcGIS using the location of the rezoning relative to the closest known intersection in Phoenix. Rezoning boundaries were then digitized to a copy of the City of Phoenix’s 2006 zoning shapefile (polygon format), available through the ASU Libraries GIS Data Repository.
Next, accuracy of recorded rezonings was checked using City of Phoenix’s most current zoning maps (http://phoenix.gov/webcms/groups/internet/@inter/@dept/@dsd/documents/web_content/pdd_pz_pdf_00324.pdf); Missing underlying/legacy zoning types were then corrected for using scans of 2000 Landiscor zoning maps, available from the ASU Libraries Map Collection. A unique zoning feature class was generated for each year in the case study period, 2002-2012.
Land-Use
Annual Maricopa County Assessor parcel data for 2002-2012, available through the ASU Libraries GIS Repository, was clipped to Phoenix Urban Village Boundaries (see “Urban Villages Index”); land-use was classified using Assessor Property Use Codes (“PUCs”, see “Land-Use Classification Table”). As 2007 and 2008 were missing critical attribute data, these were excluded from the land-use and zoning datasets. Any changes observed during these years were recorded to 2009.
Since many public parks and airports are not distinguished by PUC, these were assigned to each Urban Village by spatial matching, using data available through ASU Libraries GIS Repository (see “Land Use Classification Table”).
Combining Land-Use and Zoning
Land-Use and zoning were spatial joined year-by-year for Phoenix Urban Villages to form a composite feature class (2012 parcel boundaries) for each village (15 total) with subdivision, ownership, annexation year, construction year, and annual land-use and zoning (zoning ordinance, type, label) as attributes. For each village feature class, parcels underlying each rezoning were checked for accuracy and manually corrected as needed.
Final Corrections
Some 2012 parcels are the result of aggregation of several legacy parcels, so these were reclassified using the majority land-use (in acres) falling on the parcel year-by-year. For each year prior to 2012 in the case study period, a Python script was generated to pick the majority land-use on each parcel with a join count >1. Each year was output as unique a CSV file and joined to the Urban Villages feature class to reassign the land-use attribute fields as needed.
Many parcels are intersected by more than one zoning type. To correct for this, another Python script was written to identify all zoning types that intersect a given parcel, sort them by area, and output split zoning (i.e. “Zone-1/Zone-2/Zone-3”) if the percentage of zoning falls within a given threshold percentage of the parcel’s area.
Threshold criteria for split zoning assignment:
Majority zoning must be <=90% of parcel area
For parcels <1 acre in area, additional zoning types must be >=20% parcel area to be assigned (accounts for boundary mismatch).
For parcels >=1 acre in area, additional zoning types must be >=5% of the parcel area to be assigned (accounts for boundary mismatch).
Many “Unclassified” parcels remained in the data following the original classification. Quite a few were reclassified by reassigning PUCs (see “Land Use Classification Table”).
The remainder (classified as “Salvage”, “Misc Converted Uses”, “Exempt”, “Special Exempt Districts” and parcels with unrecorded attributes) were matched to the most recent recorded land-uses in the dataset for “LU_06”, “LU_12”. For the “LU_02” field, Maricopa Association of Governments (MAG) 2000-2002 Existing Land-Use data (available through ASU Libraries GIS Repository) was assigned to “LU_02” via spatial matching and reclassified from the MAG attributes (see “MAG Existing Land-Use Reclassification Table”).
After each match attempt, identified land-uses were assigned to “LU_02”, “LU_06” and “LU_12” if new construction, signifying change on the parcel, did not occur during the given interval (2002-2006, 2006-2012).
For each interval, “Unclassified” land-use has been trimmed to ~5 acres for all of Phoenix.
Corrected zoning changes falling outside 2002-2012 rezonings.
Corrected private recreational/open space parcels (LU=“Recreation”) incorrectly assigned as “Vacant”, “Single-Family Residential”, or “Multifamily Residential.”
Checked and corrected, as needed, large parcel land-use changes by Village using historical aerial imagery.
Corrected for “Vacant” parcels for “LU_02”, “LU_06”, “LU_12” with existing but unrecorded built land-use by determining whether the parcel’s construction year occurred before each time interval (2002-2006, 2006-2012). This had been particularly problematic for public/semipublic land-uses and single-family/multifamily residential developments.
For accuracy and ease of use, time points in the final dataset were limited to 2002, 2006, and 2012 for each Phoenix Urban Village. Please contact GIOS Information Manager if additional years are needed (land-use data will be less accurate).
