In this talk Dr. Upmanu Lall will discuss how humanity faces an existential challenge with safe access to water for ecology, food security, mining, industry, and human use. It is an issue that aggravates the inequality of nations and of populations within nations. The changing climate looms as an additional threat. In this talk I will speculate about emerging technological and financial risk management directions that hold promise for solutions. Issues of governance may or may not be resolvable, but even for those the ability to pervasively monitor and predict water quantity and quality may provide an opportunity to bridge the fourth industrial revolution in this arena
