Traditionally, urban water utilities built and maintained “gray infrastructure” to manage stormwater. These facilities were designed to safely collect and remove stormwater runoff from city buildings, streets, and parking lots. However, recent extreme weather events suggest that storms are becoming more extreme and these structures may no longer be fail-safe. Stormwater is also now being viewed not as a hazard to be removed, but a resource that can be used as a water supply.
A new stormwater management paradigm is now emerging. Practitioners and researchers are designing and testing “green” stormwater infrastructure as small scale, street-level alternatives for diverting and even collecting stormwater, often for beneficial use.
